Email preferences

The standing email-notifications panel ({{< email-preferences-panel >}} shortcode, behaviour in ts/email-preferences-page.ts). Static markup below, mirroring production: rows are card card-flat rows and the foot carries the chips — the module stamps each row's foot with data-eprefs-state. No JS on this page.

Language row

Rendered only when the page has more than one translation (#10091), as its own card card-flat row: on the account Notifications page between the lede and the channel cards, on the signed-link page below the email card. The control is the theme's radio button group at btn-sm, a form-select form-select-sm past three languages, and there is no saved chip because the page re-renders in the picked language. Picking a language saves users.Language as the page's last save, freezes both channels, then moves the visitor to the same page in that language, so the site, emails and texts agree.
